+ Evaluate system performance issues including availability, utilization, throughput, and latency via the use of spectrum monitors and other testing equipment. Correct deterioration or failure of any systems, equipment, links, trunks or circuits that are causing degradation or loss of telecommunications service to the users.

+ Must be proficient with operations and maintenance of Ku, Ka, and X band terminal, Transmission Control Protocol (TCP) Acceleration over Satellite concepts. Perform monitoring of systems/links using Spectrum, Solar winds, and DISA portals. Monitor systems performance by observing monitoring and analysis tools and perform tuning; troubleshooting of communication equipment problems. Operating within a tactical environment, operate/maintain antenna controllers, Solid State Power Amplifier (SSPA), Low Noise Amplifier (LNA), Low Noise Block (LNB), up and down converters, Fiber optic/Coax/Ethernet Cable, Frequency Division Multiple Access (FDMA)/TDMA modems, TCP/IP (satellite modems) and other STACOM equipment’s.

+ Experience and skill with commercial and military satellite acquisition procedures, transponder migration planning, IP routing and switching, Voice over Internet Protocol (VOIP), Quality of Service (QoS), Voice and Data – T1/E1, Foreign Exchange Server (FXS), and commercial TCP/IP/TDMA/FDMA modems required. Experience with MRT.
+ Analyze, write and improve Knowledge Databases, Standard Operating Procedures (SOP) and Work Order Procedures (WOP) to reduce resolution wait times, improve actionable response times and maintain contractual compliancy. Collect, document and analyze network metrics to identify potential patterns and trends, work with application tools and within technical teams to document steps for improvements while maintaining customer satisfaction in every step of the service delivery model. Efforts will also include receiving, reviewing analyzing job requests submitted by users, determining production requirements, conferring with users concerning scheduling as needed, monitoring jobs in process to insure proper completion, and opening and closing remedy tickets, identifying and troubleshooting problems, initiating corrective actions, as required
+ Perform configuration and troubleshooting of multipoint TACLANE encryption networks and devices. Knowledge of other cryptographic devices (KIV-7 HS/HSB/M, SKL fill device) to include configuration, key management and troubleshooting are essential. Performs the duties of a COMSEC Hand Receipt Holder as detailed in TB 380-41and associated Army regulations with COMSEC key material handling/courier duties.
+ Participate in Information Assurance DoD network accreditation efforts, remediation of IA deficiencies and create, maintain and update WAN/LAN configuration management artifacts as part of desk top engineering library and RMF/TSP mass compliancy. Participate in the Request for Change (RFC/CRQ) processes to include site surveys, data collecting, validate ATC/ATC/CoN requirements, ATCTS reviews, network drawings, submissions, implementation and tracking to completion. Participate in Information Assurance Self-Assessment (IASAST) DOD Cyber Security Score Card requirements.
+ Responsible for interpreting and utilizing satellite inter-connect (IC) drawings or wiring schematics to ensure that the system is cabled correctly between the dish, internal electronics rack, and network management systems. Responsible for the installation, termination, and testing of cable connections that support the satellite systems. Perform Inside Plant, Outside Plant, Cabling and Trenching services. Perform OSP/ISP cable plant troubleshooting, repair, fabrication and installation to include, copper/fiber, patch panels, MDF’s, CAT 5/6, RJ-11, RJ-45 terminations, and perform necessary fiber optic, media converters, copper/fiber modems installation/repair/troubleshooting procedures.
+ Perform, document, record and report PMCS/PMI actions on all NEC/government equipment per technical manuals, PWS requirements and as directed by management. Perform operational status checks, as directed, of NEC earth terminal equipment’s and accosted NEC layer 1 / 2 distribution equipment’s. Provide reports and metrics, as directed.
+ Responsible for providing efficient and effective communication of all NEC activities, issues, concerns, requests and needs using formal documented communication channels.
+ Coordinates/creates team training objectives, goals, activities, training documentation and conducts On the Job Training (OJT) through Job Certification Training Log (JCTL) programs (both face to face and remotely) and certifies other technicians. Conducts Information Management Officer (IMO) and customer-based application training, develop training documents, and take part in application/product develop/test beds to include application/product roll outs as directed.
+ Perform DISA Node Site Coordinators (NSC) duties. Complete DISA NSC training and maintain access/certifications/training. Perform NSC systems/circuit management to ensure government command and control needs are meet as out lined in the Project Work Statement (PWS), EUCOM Theater Network Command Center (TNCC) Tactics, Techniques and Procedures (TTP), and others. Maintains manual and automated records concerning DISA TSO/TSR actions (TCOS), Circuit history folders, Circuit level diagrams, assignment of local and distance end subscriber contact information, system outages/ASI/HAZCON and responses/actions taken, DISA/FCO/ITSM ticketing, equipment maintenance records, maintain documentation by inputting data into Master Station Log/FACIT, track and compile metrics and perform audits for compliancy in accordance with IAW C4IM standards.
+ Maintain visibility and accountability of property assigned to the site according to Property Accountability Policies: AR 735-5. Create, update, inventory, report and maintain a Prescribed Load Listing (PLL) of mission critical parts for NEC operations. Establishes, maintains and reconciles stock records and other documents such as inventory, material control, accounting and supply reports using DD forms 2064, 3161, 2062, 1348, and others.
+ Schedule, track, request, ship, receive, test, and replace Test Measurement and Diagnostics Equipment (TMDE) equipment under the regional NEC support model. Directly coordinating with PBO/Logistics departments to ensure contract compliancy and maintain PWS requirements.
+ Perform remote site customer support/travel, as directed
+ Maintain Classified Courier Credentials with host AST/S-2/Security offices.
+ Ability to manage USAREUR VTC suites, equipment, links, firewalls and network resources. Coordinate VTC scheduling with customers, maintain VTC Event logs and metrics, regulate VTC facility access and maintain security protocols.
+ Perform Configuration Management (CM) duties of NEC/government equipment to include initial and reoccurring CM documenting and maintaining accuracy of site drawings: LAN Drawings, WAN drawings, VoIP/VoIP drawings, TSP/RMF boarder drawings, copper/fiber backbone drawings, facility EUR services floor plans, equipment rack elevations, wiring diagrams, circuit diagrams, power diagrams and others – as well as documentation of equipment settings/configurations. Produce Standard Operating Procedures (SOP), Smart Books, Operation Security (OPSEC) Plans, Security Plans.
+ Provide support for Defense Red Switch Network (DRSN) systems/circuits. Includes COMSEC support, cabling support, system/circuit troubleshooting, perform field level maintenance for Controlled Cryptographic Items (CCI), upgrade/replace subscriber peripherals with government provided equipment.
+ Identify, document and report all NEC related structural, power, grounding and HVAC situations: outages/ASI/HAZCON/deficiencies. Work with government agencies to open work orders for proper mitigation.
+ Support Temporary Duty Assignment (TDY) manning requirements to other OPMAS-E sites under the regional NEC support model, as directed.
+ Maintain a safe, clean, sanitary, healthy, presentable, and professional work place/living quarter’s environment, free of dust, dirt, clutter, and trash.
+ Interface with host nation and local base support elements. When directed by management, provide local coordination and support services with authorized government vendors, suppliers, agencies, etc.
+ Revalidation of SME skill sets through annual completion of assigned JCTL program/s.
+ Must have an advanced working knowledge of Microsoft Office Suite and applications.
+ Performs other duties as assigned.


One year related experience may be substituted for one year of education, if degree is required.

High school diploma or equivalent. Graduate of military or technical courses in the field of Satellite Communications.

Must have a valid US driver’s license. Must have a valid International Driver’s License. Licenses are subject to submission for validation.

IAT Level: IAT I compliancy required/power user in ATCTS using AA Tokens

CompTIA Security is required. Certifications are subject to submission for validation.

A Cisco CCNA/CCNA Voice certification is desired. A Microsoft W10 configuration certification is desired. Previous Call manager/VoIP experience desired.

Must be able to read, write, speak and understand English fluently.


Must have a minimum of 3 years Satellite communications installation, operations and configuration management experience or the equivalent combination of education, technical training, or work/military experience. Must understand signal flow and end-to-end configuration diagrams for long haul circuits. Must be proficient with Satellite, ISP/OSP LAN network cabling standards with the ability to install cabling systems to support LAN operations. Must be proficient in TCP/IP protocols and TCP/IP interfaces for systems management and control.

Experience regarding the X-, C, and Ku-band satellite constellation

Knowledge of RF theory/technology
