Stantec is supporting our client, The Public Works Authority of Qatar, Ashghal, to improve its outsourcing model for the effective delivery of O&M activities to drainage assets to enhance service delivery to its customers. The outsourcing of assets and service is being delivered through three catchment-based framework contracts covering all connected upstream and downstream assets. The three contract partners will manage service delivery via all the assets in their respective catchment through a performance managed contract arrangement. This role to is to provide technical support to the client’s team to ensure that services provided via the Treated Water Network (TWN) system meet the required standards of service.
We seek a suitable candidate to support the Ashghal team by providing technical guidance and strategy on some of the existing challenges and share relevant good practice from other geographies / wastewater utilities.
A successful candidate would have previous experiences in operational management of water distribution assets in a large sized utility.
Key Tasks & Duties:
a)Provide technical consulting on challenges / issues related to Ashghal’s Treated Water Distribution system.
b)Lead client’s team on Root Cause Analysis of Pressure main failures with a focus on materials defect identification, corrective and preventative actions with the aim of working with the framework partners to significantly reduce risk of failure.
c)Take a proactive role in developing the client’s position on relevant and appropriate business practice for Network Metering and Non-revenue Water Control for proactive engagement with the framework partners.
d)Review and support the improvement of contract partners’ practice for risk management / operation of pressure mains including sustaining quality parameters.
e)Support business practice for identification of Treated Water Customers (bulk schemes and individual customers) including demand forecasting.
f)Interpret, explain and communicate relevance of emergent practices, and applicable laws, rules and regulations affecting the DNO&M business to help build a strong, productive workforce within the Department and through its lead contractors and supporting supply chain.
g)Share relevant knowledge and experience, understand and communicate to others the various aims, concepts, principles and practices to deliver world class DNO&M services within the wider Corporate and Governmental framework.
h)Ensure adherence to Health and Safety Procedures and all company policies, procedures and regulations.
Water Network Operations Specialist
a)Degree or higher-level qualification in engineering (e.g. BSc, BEng, MSc Civil)
b)Preferred Chartered Status
a)Minimum of 12 years’ relevant and practical experience within major water / wastewater utility organisation(s)
b)Minimum of 5 years’ relevant distribution networks experience in organisation(s) undergoing significant transformation
c)Ability to drive and support strategic change focused on valued customer service
d)Experienced in leading / advising teams on the operations of Pressurised Pipeline Networks
a)Qualified professional who can manage and coordinate specialised activities, disciplines or teams of moderate size and complexity
b)Leads in the formulation of advanced technical concepts
c)Provides specialist services in support of project requirements
d)Understanding of different types of contracts including performance based incentivised framework agreements
e)Able to independently perform highly complex professional assignments demanding contributions calling for the application of specialised principles
a)Excellent verbal and written communication skills to produce business cases and technical reports for adoption by a utility business
b)Ability to interact professionally with a diverse group, from executives to operators and contractors
