The wider CWIS initiative is globally supported by multiple agencies and organisations including the BMGF and the World Bank. CWIS cities are expected to move towards achieving the Sustainable Development Goal (SDG) for sanitation to ensure safe, inclusive, and financially sustainable sanitation services, and serve as global benchmarks. The Trichy CWIS project will be guided by the urban local body, and delivered by a consortium of partners led by IIHS. While the project aims to improve overall sanitation outcomes in Trichy across the full cycle of sanitation, it will also focus on improvement of service delivery to the poor. The project will also attempt to mainstream sanitation into existing initiatives, showcase innovations and systematically document and share learnings (particularly with a view to enabling replication). The project builds on ongoing work done by IIHS on urban sanitation in Tamil Nadu (see tnussp.co.in). The first phase of the programme, which is nearing completion, adopted a two-pronged approach working in two model urban locations to demonstrate city level transformations on-ground across the sanitation chain, while in parallel, creating an enabling environment, implementing state-wide actions, and scaling-up of innovations Job Description The Practice Programme at IIHS is responsible for providing cutting-edge and integrated solutions to Indias urban development challenges by bringing together faculty and experts across diverse domains of knowledge and practice, exposing learners to real-life problems, and integrating the practice into academics and research. The CWIS Trichy project will be anchored in the Practice Programme at IIHS and is expected to run over a duration of about two and a half years. The position of Specialist Engineering & Planning could be either a regular position or a contractual project-based engagement. Located mainly out of Trichy, the Specialist Engineering & Planning will be responsible for the providing technical support and implementation support. Activities and Tasks Responsibilities would include, but not be limited to, the following Contributing to the design, data collection and analysis of baseline and engineering studies such as sanitation situation baseline, catchment level studies, centralised and decentralised waste treatment systems performance assessment, safe reuse of treated products from waste treatment systems; Assisting in the preparation of City Sanitation and Investment Plans (CSIP), Detailed Project Reports (DPRs) for sanitation solutions at project sites; Adoption and testing of toolkits for planning, and benchmarking performance of sanitation systems especially pertaining to Septage Management/ Fecal Sludge Management; Supporting design, feasibility assessment of innovative and inclusive technologies or approaches for sanitation solutions such as improved containment, collection and treatment/ co-treatment of fecal sludge or other wastes; Providing support for the design, feasibility, resources estimation, implementation (including site supervision, quality assurance) of pilot demonstration projects; Supporting the development of procedures for implementation, operation, maintenance and monitoring of sanitation systems such as on-site sanitation systems, sewage treatment plants etc.; Continual assessment and monitoring in close association with the city authorities and other partners/ stakeholders of demonstration projects; Engaging with Trichy City Corporation, Government of Tamil Nadu (GoTN), Municipal Administration and Water Supply (MAWS) Department and constituents, other Government departments and agencies, non-government organisations and civil society formations, community groups, private sector, consortium partners, and the IIHS teams and networks; Enabling documentation and learning of lessons from the Trichy CWIS process, to feed into IIHS academic, research and capacity building initiatives, and deliver training programs as needed; Providing support to other IIHS activities including, academics, research, operations and other activities; Participating in all activities of institution-building at IIHS; carrying out tasks as assigned by IIHS; and travel on IIHS work within or outside the country as needed. Structure and Reporting The Specialist Engineering & Planning will report to the Team Leader City Wide Inclusive Sanitation (CWIS) at IIHS and will be required to collaborate effectively with a diverse group of internal teams and external individuals/organizations, and students. Person Specification The applicant is required to possess a professional degree in Environmental / Civil Engineering and/or Urban Planning. In addition, she/he is expected to possess 5-8 years of relevant experience. Prior experience in urban development and sector assessment / pre-feasibility studies / implementation of environmental services projects is mandatory. She or he should also have experience working in multi- disciplinary teams, possessing good people management skills, and significant competency in project management and use of computer software. Applicants should also have prior experience working with government. Applicants with Tamil language skills with previous work experience in Tamil Nadu would be an added advantage. This offer could be either for a regular position or for a contractual project-based engagement. The search will remain open until the position is filled. Location This position is based in Trichy with frequent travel to Chennai and other locations in India.
