MSH is seeking a Human Resources for Health (HRH) and Emergency Management Advisor for an anticipated health project funded by USAID, entitled the Health Workforce Improvement Program (HWIP). The purpose of this activity is to strengthen health workforce management at all levels of the healthcare system, largely focusing on the public sector, at the national and local government authority level. Specifically, efforts will focus on improving pre-service and in-service education for clinical cadres; capacity building on leadership, management and governance (LMG) and; human resource planning, development and management.
The HRH and Emergency Management Advisor will provide technical support to the Human Resources Development staff at all levels of the Federal Ministry of Health to strengthen the capacity for human resource planning and budgeting; recruitment, deployment, and retention; training and professional development; performance planning and management, and implementation of HR policy and procedures for effective human resource management (HRM). S/he will facilitate rapid capacity assessment and planning for emergency and humanitarian crises, facilitate training and implementation of an emergency response system, and provide hub-and-spoke style training in crisis management procedures to relevant staff so they can become effective HR managers in the face of emergencies.
The ideal candidate will have technical expertise and prior experience in emergency management or HRH program implementation and, more specifically, emergency human resources management (HRM), experience working with Government of Ethiopia and other key stakeholders; leading teams, communicating and networking, completing deliverables on time, and achieving results.
Under the guidance and leadership of the Senior HRH Management Advisor, the HRH and Emergency Management Officer will work to strengthen routine and crisis-related Human Resource Management at the Federal Ministry of Health and relevant structures at sub-regional and local levels. The Advisor will support HRH standards and procedures development for emergency and humanitarian crisis; build the capacity of HRH staff in emergency management strategies and procedures; utilize the HRIS for analysis and decision-making; and contribute to program learning, monitoring and evaluation and research.
+ Support development of locally-adapted approaches for and build capacity on health workforce planning and forecasting of HR needs, especially during emergencies or humanitarian crises
+ Assist the FMOH in the development of an implementation strategy for workforce deployment during national emergencies and humanitarian crises
+ Plan and build capacity for use of National Health Workforce Accounts (NHWA) to support optimization of staffing needs and HRH decision making at the national level
+ Support Regional HR Management Advisors in the institutionalization of policies and procedures related to emergency management
+ With the Senior HRH Management Advisor, develop and implement innovative deployment, motivation, and retention schemes that address workforce shortages and high turnover rates, including gender-related challenges in the system
+ Design and develop relevant virtual training courses related to emergency response in the health sector
+ Liaise with existing implementing partners and coordinating bodies on the ground to support HRH activities
+ Supervise regional HRM Advisors working on HR management strengthening
+ Perform other duties appropriate to the position as assigned by the Senior HRH Management Advisor or his/her designate
