The OVC Manager will provide technical and strategic leadership of all technical and programmatic aspects of the project. S/he reports to the Project Director and supervises all technical project staff to ensure that program objectives are met and all activities are responsive to the needs of the host country and intended beneficiaries.

El Gerente de OVC proporcionará liderazgo técnico y estratégico de todos los aspectos técnicos y programáticos del proyecto. Depende del Director del Proyecto y supervisa todo el personal técnico del proyecto para garantizar que se cumplan los objetivos del programa y que todas las actividades respondan a las necesidades del país anfitrión y los beneficiarios previstos.

+ Contribute to the technical design of the OVC project and package of services in line with project vision and a realistic and donor-responsive timeline.

+ Utilize a participatory approach to developing and updating the project work plans, ensuring programmatic directions are technically sound, evidence-based, and consistent with international standards.

+ Supervise a team of technical specialists working with community-based organizations to provide family centered services and linking with facility-based service providers.

+ Assist the DR OVC Project Director in the successful programmatic and technical implementation of the project including the timely completion of high-quality work plans, accurate reports, and other mandated deliverables.

+ Assist the DR OVC Project Director in monitoring project progress vis-a-vis expected objectives, ensuring efficient use of resources and compliance with donor requirements.

+ Collaborate with the Grant Manager to assess, develop, and monitor technical capacities of local partners.

+ Contribuir al diseño técnico del proyecto OVC y el paquete de servicios de acuerdo con la visión del proyecto y con un cronograma realista que responda a las necesidades de los donantes.

+ Utilizar un enfoque participativo para desarrollar y actualizar el plan estratégico del proyecto, garantizando que las instrucciones programáticas sean técnicamente sólidas, basadas en evidencia y consistentes con los estándares internacionales.

+ Supervisar a un equipo de especialistas técnicos que trabajan con organizaciones comunitarias para proporcionar servicios centrados en la familia y vincularse con proveedores en centros de servicios.

+ Asistir al Director del Proyecto de OVC en la República Dominicana en la implementación programática y técnica exitosa del proyecto, incluyendo la finalización de planes de trabajo a tiempo y de alta calidad, informes precisos y otros entregables obligatorios.

+ Asistir al Director del Proyecto de OVC en la República Dominicana en el monitoreo del progreso del proyecto en relación con los objetivos esperados, garantizando el uso eficiente de los recursos y el cumplimiento de los requisitos del donante.

+ Colaborar con el Gerente de Subvenciones para evaluar, desarrollar y monitorear las capacidades técnicas de los socios locales.

+ Masters level degree in public health, social work, or other social science or field of study related to the program scope of work required and at least seven (7) years of experience with community-based programs focused on the needs of children, adolescents, and underserved populations.

+ Demonstrated management skills, strategic vision, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements.

+ Comprehensive knowledge of the health context and structural issues in the Dominican Republic among TPI.

+ Fully conversant on global best practices in HIV prevention, linking to HIV testing and services, and impact mitigation to develop and adapt for the Dominican Republic setting.

+ Fluency in Spanish and English.

+ Título a nivel de maestría en salud pública, trabajo social u otra ciencia social o campo de estudio relacionado con el alcance del trabajo del programa requerido y al menos siete (7) años de experiencia con programas basados en la comunidad enfocados en las necesidades de niños, adolescentes y poblaciones desatendidas.

+ Habilidades de gestión demostradas, visión estratégica, cualidades de liderazgo, reputación profesional, capacidad para crear sinergias cuando corresponda, habilidades interpersonales y habilidades de presentación oral y escrita para cumplir con los diversos requisitos técnicos y de gestión.

+ Conocimiento integral del contexto de salud y los problemas estructurales en la República Dominicana entre los TPI.

+ Totalmente familiarizado con las mejores prácticas mundiales en la prevención del VIH, vinculación a pruebas y servicios de VIH, y la mitigación de su impacto para desarrollarlas y adaptarlas al contexto de la República Dominicana.

+ Fluidez en español e inglés.

+ Experience with community-based HIV testing, counseling, support and referral services

+ Experience implementing USAID and/or PEPFAR-funded health programming.

+ Demonstrated success implementing programming among TPI, with an emphasis on OVC, adolescents and/or violence prevention

+ Expertise in and sensitivity to the socio-political barriers facing intended beneficiaries for this program, individuals of Haitian descent residing in the Dominican Republic (TPI)

+ Working proficiency in Creole.

+ Local candidates preferred.

+ Experiencia con pruebas del VIH basadas en la comunidad, asesoramiento, apoyo y servicios de referencia

+ Experiencia en la implementación de programas de salud financiados por la USAID y/o el PEPFAR.

+ Éxito demostrado en la implementación de programas entre TPI, con énfasis en OVC, adolescentes y/o prevención de la violencia.

+ Pericia y sensibilidad con relación a las barreras sociopolíticas que enfrentan los beneficiarios previstos para este programa, personas de ascendencia haitiana que residen en la República Dominicana (TPI)

+ Dominio de creole.

+ Preferencia por candidatos locales.
